what logical reason do they have to not approve an extension?

To me this is an non-issue. With the sentiment in the Chairman's address (SDL) and Exec Chairman address (ANS), combined with logic and the sentiment in shared article they would be fools not to extend.

The value of this deal is too great for them to turn down.

All ears for reasons that they wouldn't accept an extension though.
