Looks like Bill Shorten absolutely correct and now Malcolm Turnbull
is trying to go into damage control.

    Extract:
"HEALTH Minister Sussan Ley admits she agrees with Labor’s policy to drop the Medicare rebate freeze which is pushing up the cost of visiting a GP.

Ms Ley today said she wanted to end the freeze but was overruled by Treasurer Scott Morrison and Finance Minister Mathias Cormann.
“I understand for doctors the GP freeze has been difficult,” Ms Ley told ABC radio today.
“I said to doctors I want that freeze lifted as soon as possible, but I appreciate that Finance and Treasury aren’t allowing me to do it just yet.”

It is understood Ms Ley was told before the last Budget she had to come up with significant savings, and the extension of the freeze was the easiest option. The six-year abandonment of indexation will save the government $2 billion.
The admission will strengthen Labor’s campaign which has highlighted moves to lower health costs for families and “save Medicare”.
