It's semantics.
The government is formed by whoever has the majority of seats in the lower house not 2pp or % primary vote or seats in the Senate.
I just don't see the comparison. Howard told us it was his intention to bring in the GST and he did it before the election. It was very unpopular (what tax isn't) but he at least told us prior.
This latest move by the government is a complete backflip on earlier policy without any consultation with the public.
