It will be interesting to see what direction PEN now takes in these matters.
It will also show us if Gus is worth the salary he is being paid - from memory around $20k per week.
The impact of this decision going forward will have significant ramification not only for PEN but also other stakeholders.
For instance,the state of Wyoming has always be seen as a safe place where exploration & mining is welcomed. If projects of this nature can become unwound due to dust & light issues then future prospects mining may rerate this risk inthis province. Why spend millions in delineating resources only to have it placed in jeopardy by rampaging sage grouse, protestors that can't sleep at night due to the bright illumination or unable to hang out their washing due to dust contamination.
It does look like Wyoming is turning. A new mining firm in Sundance Wyoming is looking into rare earths & the ranchers are worried about traffic, water quality & devaluing of their property.

Based on PEN recent activity in acquiring more land, appointment of managers inrespective areas & moving forward with finance considerations, it doesn't seem that they (management) see this issue as a game changer.
They have their own council & one would think that this outcome has a contingency plan that will/should result in a positive for PEN.
Maybe it needs to be overturned at a higher level so that these matters don't come back & at the 11th hour for PEN or other proposals. This decision will be setting a precedent for all forms of mining & development in the Wyoming area.
Monday will be interesting open & indicate the significance of this outcome.
I am prepared for a dip as shorter term traders close their positions. Longer termers like myself may have to re-evaluate the opportunity cost, but I still see this as a hold..I always thought the OC's were 'safer' relatively speaking. However, this may stretch out longer than I had initially planned for.
For what it worth the death cross (opposite of golden cross) formed on the 8/5 & the 9th was a big leg down, so may be those exiting have done so..except Agent ;)
A point that keeps annoying me is the "Proposals for project development financing have been received and are being progressed." Will the proposals terms/conditions now change due to this or have they built in contingencies for the increased risk level of this proposal?
Anyway remember..area on influence,area of concern...
