The Australian population don't have a hand in making the laws we have to abide by (other than a vote). And yet we tolerate a drug addict (alcoholism by any other name) shape our future because booze is legal. Crack cocaine and heroin addicts are also a percentage of the Australian population and even if it were legal I very much doubt we would tolerate them being instrumental in making our laws. And please don't come back and tell me that alcohol is a soft drug, given how destructive it has proven to be in every quarter of life.
