heavy shorting going on, page-7

I recently read an article earlier this year that stated that many of the naked short in the USA where way behind in meeting their commitments, ie they were overdue more than 10 days. Apparantly they seem to be able to do it and not get penalised for it. This is a concerning trend. I believe there is actually a list available in the USA that details naked shorts and how many are overdue 11 days. If someone knows where to find it and post it here it would be appreciated.
