If you are stating 2% short position is some mysterious dark entities, you are mistaken.
2% to 4% would be the like CFD and Options/Warrents brokers borrowed stocks. If you were talking about 5%, 10% or higher it would seem there is a hedgefund at play but 1% to 3% outstanding would indicate just day to day CFD/OPTIONS/WARRANTS markets in operations.
A tiny hedge fund would want to make (couple) hundred millions dollars on a play at a minimium, so 2% to 4% ownership of $1b company is not going to get that.
