The cheaper a stock, the less it can fall. Buy shares at one cent and you can only lose a cent. Buy shares at 10 cents and you can lose 10 cents etc...
Look for example at PDN. Traded below a cent last year. They hit 9.5 cents this week. Now there's a risk/reward ratio.
