I didn't say that deaths / 1M pop is not a valid metric. Hersuit's posted table is looking backwards, not forwards.
Daily cases are increasing faster in Florida than New York (~8* 7 day av increase) & they have ~4* active cases.
Florida has only done 1/2 the number of tests.
Wait 2 weeks & then see which State has the higher number per 1M pop.
