The $700k increase in capital cost includes "modification to the schedule" ie the extra 4 weeks time in mine development in addition to the dewatering upgrade.
Reading between the lines I expect they may have encountered more of the difficult rock that slowed the progress earlier.
The mill refurbishment is only 60% complete (behind schedule also ? )so its probably about inline with the (new)decline schedule.Its no biggie as far as I'm concerned.
