it seems the simplest explanation might be the most likley.With no set price or date for the placement,its a just-in-case we win and need the money placement.
It can take some time,months infact for placements.So you get the ball rolling early just-in-case you get some good news and you have a strong share price and a need for cash.If the need does not arise you dont proceed.
The main game at this point in time is Namibia and the court case.The current share price is lower than we were after losing original case so we have huge upside potential with a win. All the best
