She is now ACTING ILLEGALLY in avoiding attempts to follow up ...
Point out to your Insurance Co that a private citizen has no power to force a person to give any information nor stop a person trying to flee the scene.
You must report the accident to the police ... including that she refused to give information according to law and was attempting to flee the scene ..
