In certain locations around Australia Telstra have set up what they call eLab ADSL services. In my provincial city this service is available. The deal is that you sign an 18 month contract and provide them regular feedback (in a simple survey form) on your usage patterns etc. In consideration I end up paying a net $35.00 per month with 1 GB download. Go over this and you pay extra. It may be worthwhile checking out. You could be lucky enough to be in the right place.
