The oft-mentioned Age error is due to them not really being interested in penny dreadful options - it was automatically rounded up by whatever program they run to print these things (not allowing for options with a price that wasn't in whole numbers, as all decent blue chip ones would be).
The exercise price really is 1.5c.

Also, you said that one couldn't exercise options if the actual share price doesn't reach or is below the exercise price - well, you can (the company would certainly love you for doing so!) but you would have to be pretty stupid to do that rather than just buy at the lower market price.
So, you CAN but you WOULDN'T.
