Basically, in this case only 1 million shares were traded at 0.5cents simply because the sellers were happy to sell 1 million shares at that price.
It will be a while before you can buy shares at 0.5cents if nobody else wants to sell at that price, and also I'd guess that the queue would be quite large and the stock isn't exactly liquid at the moment.
