Okay I see where you are coming from. Perhaps it also had to do with CS Energy's Callide C and Mica Creek projects that were both being developed around 1999 - 2001. I know that the CS Energy balance sheet was at breaking point as they sought to finance both these projects. Kogan came much later, but also added to their very ambitious expansion profile. CSM was the sole focus of government in the early part of the decade, driven in part by those opposed to the New Guinea gas pipeline proposal. Richard Cottee was the CS Energy CEO at the time, before his departure to QGC. I doubt this impacted on the decision to distance CS Energy from UCG though. Conspiracy theorists would disagree though lol.
