Further, the tendering process relates to only UNALLOCATED reserves. In other words, the custodian owner is currently the State Government. Exergen is attempting to access the UNALLOCATED reserves.
The ALLOCATED reserves are currently owned and operated by the existing power stations as well as other private entities.
As I understand it, ESI/CXY etc, have already established relationships with companies to access their ALLOCATED reserves....whereas Exergen have not - hence why they are requesting the government to release additional reserves.
