    Perhaps they exported less simply because demand was less? You can only export stuff if people are buying it. And with Baotou having increased their magnet production significantly, they are exporting more finished goods so naturally you would expect the relevant raw material exports to decline:

    And then there are the subsidies:

    Subsidies towards Baotou and Ganzhou rare earths suppliers are skewing the market according to producers based in other cities — they blame the industry’s oversupply and overcapacity difficulties on the turnover-based payments.
    Chinese government subsidies for neodymium-iron-boron (NdFeB) magnets can reach as high as 5-7% of a company’s turnover in the rare earths producing cities of Baotou and Ganzhou, which may be contributing to substantial industry oversupply.
