They don't have to announce before the AGM, although people no doubt would like them to do so.
The AGM paperwork has been issued an appropriate number of days before the AGM. The business of the meeting is not stopped because they haven't announced something people hoped they would.
Remember they didn't say they would make an announcement. They said they were confident that they could make one. The two are quite different
