Most innovative development projects take this path as they proceed from concept, to pilot, and ultimately production. It's not unusual to lay down a skeleton plan and keep adding detail to it as the inherently unknown information becomes available. That's why it's aptly named a 'fuzzy front end'. COVID has only made the development road more challenging so this is to be expected IMHO. Sit tight.
