I may be wrong but my interpretation would be that they pumped up the well to Frac point then shut her in and monitored the pressure decline which is ongoing. The inference (given the non permeable nature of shale) is that for pressure to leak off the frac must be slowly propagating.
Don't get me wrong this is still good, as if the pressure wasn't leaking off this would indicate the rock wasn't fraccing.
I would suspect that the well is currently in an overbalanced state (i.e hydrostatic head of the frac fluid in the tubing > pore pressure in the shale), hence there would be no pressure build up due to well flow at the moment.
