I thought I might post this link about the perception of corruption. Note that Kazakhstan is perceived as being less corrupt than the Philippines and Russia and plenty of countries are happy to do business with those two countries.

Scroll down and you will see Kazakhstan is still in the yellow zone and last year obtained its highest rating. GDP is also growing at 10%+ which is in the Top 5 countries in the world.
