Not sure what you mean. The excess was not $56m over budget.
Free carry was $33m, so $18.5 / 33% = $56m + $33m = $89m total cost v budget of $73m (or $75m as I think I may have seen both figures mentioned previously) = approx $16m over budget.
That is still a large amount for costs that they have so far not been prepared to say what they related to.
