Dosen't this article actually make yourself ask why they have to do this? They are trying to get people to lend to stimulate the economy, problem is no one wants to borrow and no one wants to lend. There is serious problems in the economy and either it will all come crashing down in a hurry or we will avert it. I'm hoping its the latter.
