Lonsec report mentions the political situation was at an impasse due to them not being able to get an election happening in Oct 2006.
Sita/Aim may not have been able to negotiate anything meaningful in the light of near impossible insurance availability(mentioned in the Lonsec report)until recently.I suppose if one investigated whether or not CD'Ivore has been able to politically stabilise and now has an elected Gov one may just find the answer as to why is taken so long to organise the logistics.
Nothings ever easy in this part of the world but persistence will pay off imo.
