Happy to be proven wrong (I guess), but I think you're misreading that statement a bit:
There's no reference to "7 tenements", but to "7 ... Regions" ["highly prospective" regions]. A cluster of adjacent/nearby tenements might constitute a "region". And those 7 regions are "as well as" the "World-Class Manono-Kitotolo Lithium Project".
The table of Cominere-SA claim blocks is, in fact, grouped into 8 "Territories":- Manono plus 7 others.
So it's pretty unambiguous (though presented confusingly) that TTX is claiming its MOU covers Manono (some Claims there at least), plus the 7 other Territories/Regions (again, at least some of the claims listed for them - including 4CE's PR12435 in the 'Manono' territory). Presumably, the MOU does apply to ALL the licences listed in the table.
What the MOU states, though, is that (with regard to those 8 territories), TTX has an arrangement "to exclusively establish for a period of 75 days, the opportunity to acquire or to participate in a number of . . . concessions".
Note that "participate in".
My interpretation, after some thought:-
The DRC-government-owned Cominiere SA retains 30% ownership of AVZ's and 4CE's licences, and TTX's Buckell licences, and - probably - all the other licences in that table (if deals have been done over them - otherwise it will still be 100%). It needs to fund its share of that 30% ownership. What better way to do it than do another deal (this one with TTX) to have a foreign company pay for Cominiere SA's share of whatever it needs to fund on those projects. So this MOU might give TTX a share of Cominiere SA's own 30% share or AVZ's & 4CE's projects. It will (if that interpretation is right) have NO effect on the ownership (the existing 70%) of AVZ or 4CE.
According to Bloomberg, 4CE's mc is about US$11.4m and TTX's is US$6.36. TTX appears to be a minnow. It is unlikely that the DRC government would be considering handing it majority holding in that large suite of licences. It is more likely that it is just being offered a slice of the government's own 30% slice, and - at best - some other licences that no-one else has shown an interest in yet.
