He might, but surely he has to settle the legal bills he's likely to be presented with first. The other side of his litigation are incurring very significant costs. If person A has no money, they shouldn't be able to tie person B up in the courts with the outcome being that Person B wins the case but is left penniless because they've spent millions on lawyers.
