It was a remarkable coincidence that the folder accidentally knocked off the table by the sheriff happened to fall open to the page where the research material was located, and that rather than replacing the folder without subjecting them to further inspection, the sheriff had the foresight to realise the material might relate to evidence procured from sources outside the courtroom and took the trouble to read them. It's possibly the only explanation in the matter less plausible than Bruce's accounts of why he returned to Parliament House.
