The problem is the no 1 share holder who have a blocking stake to prevent any TO action, so they have effectively banked the resource without having the pay for it. Despite the plan to build a mine, until No 1 shareholder pitches up with their support nothing will be happening and hence current SP disconnect with fundamental value of resource. AIMHO DYOR
