If a counter-bid materializes, the final bid will not be at 45 cents.
If the hedge funds (holding a blocking stake) oppose to the 45 cents bid, HanLong (representing the Chinese Steel and Iron Association - bank-rolled by the government of the People's Republic of China) will have to make a FINAL OFFER (whether or NOT it ups the price or not).
UNTIL and UNLESS an OFFER is DECLARED FINAL is just a PRELIMINARY bid.
