You are going back to times when ECT was a promoter and not an owner of the 2 techs
As far I do remember ECT before ALDP they had this MU with Tincom ,and imo they did place the company on auto mode .
But the WFC side effects kick in , and things begin to go from worst to worst .
Coal prices collapsed , and if wasn't for the R&D support , ect should be history .
When ALDP come along , ect as a competitor had to show financial backing , and imo that's were Monash show up .
Who was/is Monash , have no idea . Maybe no one here knows either.
ECT had the technology to win ALDP , but as usual the government was more interesting of money than the techs.
But now is a total different scenario .
ECT own the techs , still can claim for R&D money , as they are in to Hydrogen research too.
Before the synergy with the India , was impossible to build any modules here ....something like $75 mil per unit .
Now with the connections with Thermax, Dastur , if there is an opportunity to move in the LV , will be just normal business .
And who knows.....Maybe the royalties in future from India , pay for any local expansion .
