The Governor of Wajo has come out before saying eg “the amount of gas being used at the Sengkang Power Station each year is such a small percentage of the known reserves that gas utilisation in lSengkang should be much greater than it is.

As far as PLN is concerned they operate the vast majority of generators within Indonesia with only ~15% of power being supplied by IPP Independent Power Producers. PLN are trying to increase the amount of Renewable Energy Solar produced by IPP but are having a difficult time attracting investors at the IPP supply price which is presently 85% of the average price of the cost of producing energy by coal generators, (which they own most of ).
They are also not so interested in paying the IPP in US dollars as this fluctuates greatly against the Rupiah and has not been favorable to PLN in the recent past.

To put this in some perspective regarding PTEES previous PPA, even less than a decade ago PLN were buying power from PTEES in US $ when ~9 Rupiah would buy 1 usd but near the end of the PPA it takes ~15 Rupiah to buy 1 usd and the amount PLN receives for the power it on sells has not increased in line with the currency exchange.
