Who really knows. However at present it seems "The negotiations underway with financiers to fully fund NAL restart plan" fell through.
Could possibility be that the raising interests rates are unpredictable so safest option was for shareholders to fund the necessary operations.
Either way we got smahed into oblivion for the meantime
