Nice one @stogie, you beat me to it...

And joining those dots... I'm only speculating here, so take it with a grain of salt and DYOR

PAK on 18 March 2016 "entered into a Heads of Agreement (“HoA”) to become the largest shareholder in Imagine Intelligent Materials Pty Ltd (“Imagine IM”), a company that develops commercials applications for graphene and associated advanced carbon based materials." (PAK to buy into leading advanced carbon technology and graphene specialist 18/03/16)

Looking again at the Top 10 Shareholdings of both PAK and FGR and we see a few familiar faces... Gregorach Pty Ltd and IPS Nominees Ltd

Now lets look at Imagine IM, when on 01 September 2015 FGR was "pleased to advise it has moved to facilitate sales contracts by appointing an Australian graphite and graphene specialist to act as an agent for its high-grade products" and "will characterise and certify MRL’s graphite and graphene products with the objective of selling them into the optimum graphene applications, and will negotiate sales of the MRL graphene with Imagine’s customers and licensees on behalf of MRL." (MRL strikes key agreement for sales of its premium Sri Lankan graphite 01/09/15)

So Imagine IM decides to build a graphene factory in Geelong... then announces that it has "entered into a licensing agreement with Australian geotextiles manufacturer, Geofabrics Australasia, and the insight gained from working with Geofabrics was key to the development of the graphene manufacturing solution. Geofabrics is scheduled to provide the marketplace with the first of its graphene-coated geotextile products in August 2016. The agreement will see Geofabrics become the exclusive Australian licensee of Imagine IM's graphene coating technology for applications in geotextiles. Geofabrics will use the technology to offer Australian civil engineering companies significantly improved capacity to locate and remedy leaks with applications in landfill and mining construction."

Now show me the agreement with FGR  for a 2 tonne off-take/royalties to kick things off...
