Yes agree, photoshopped for sure.
By the size of the insulators it looks like a 380 to 400KV line.
If the line were in service with this extra high voltage, it would be near impossible to climb out from the tower and make contact in this manner as per the photo without a fatal incident.
By gaining access to the transmission line by climbing the tower it would have been a phase to earth fault.
