    I presume that should the 230m stop being enough then they could consider extending to the 700m.

    I wonder if they stopped at 230 because they were confident of the flow (and it would get them time to disseminate the information before the SPP), because they didn't feel that going any further would get them any more. Or of couse any number of other reasons.
