There are no "access codes" in the email or relevant attachment, nor is there an "access request" to any sensitive information.

The attachment appears to be a brief training presentation on how to handle security clearance/authorisation information for nuclear-related material. It doesn't give specific information on how to get authorisation, and once again, there are no "access codes" anywhere to be found.

I'm guessing you didn't look at the attachment or read past Wikileaks misleading assertion in their tweet.
