It seems to be a protocol form about training and processes to access nuclear security clearance that you have to read, fill out and send in. No particularly sensitive info in its 30 pages, and I don't even think it's classified. Wikileaks wouldn't be trying to organise a distraction to take the pressure off Trump and their hero Putin, would they?
