They were originally going to ship to China until China started restricting exports of REE. Remember the ore is here, the Chinese had the expertise to process the ore. Malaysia is an advanced society, they make autos. So what country would you choose that is not so far away?
I wondered why it was not done here but given the trouble in Malaysia and our paranoia about anything radioactive my guess it would never get off the ground here.
