Thanks for the replies and yes I understand the labour market advantages. However in good risk management once looks at the risks, the likelihood of it eventuating and the possible impacts. I am sure when equating savings on labour costs to scrapping the plant and going elsewhere that latter would be rating in the sever category.

Why other counties you ask? Look at a world map and note where South Korea is located (again risk assess the likelihood of north korea issues). How about Philippines or Vietnam - all emerging economies. South Korea would have been my pick given the large semiconductor industry and its geographical location to Australia and Japan.

South Korea is a hop in a fishing boat to Japan and jet ski to China.
