100% - if they can't keep the commitment to bring JV partner on board then the project has no legs - just says to market that no-one will partner because the project is a dog.
If they can get the JV partner, then there will be someone cracking the whip to move this show along as they'll be putting a lot of skin in the game. This will be the only thing that moves the SP upwards.
I intend to hold & wait until June. It would be stupid to wait until June 30 to announce an agreement - either surprise us with the announcement when it's made (earlier the better) or say that it's in the works, but due for execution by X date in July. Dragging out otherwise just says that nothing is happening & kills the SP with an announcement on June 30 saying "sorry, still looking for a suitable partner" or some such BS spin.
