Be realistic, which country can not be trusted? Which country can you expect to get on with their nuclear weapon plans? Which government is to benefit from killing its own people and those with democratic and secular ideologies?
The answer is Islamic Republic of Iran.
Why would the US agree or bring the Islamic State into the diplomatic discussions table?
One reason Putin's Russia(father of China in Chinese) along with China(child of Russia in Chinese), both members of UN Security Council, have been plotting to cause havoc in the region through their support for Syrian Regime and Iranian aspiration to develop nuclear weapons program (which they have now, as Obama admitted on the 14July speech along side vice president).
The only choice USA had to deal with the Russia, China and Iran Triangle was to divide and neutralize them.
Iran was and will be turned into a proxy alley, as the dictatorial state wishes to remain in power by pleasing its impoverished people, and Russia specifically can go suck it.
I also put it to you that Russia, China and Iran Triangle are the biggest threat to the peace and security of the world as such they require much bigger proportion of "management" to keep them in "check".
