I believe the total costs are included in the BFS, while you are correct some jumbo development is capital and some operating the money set aside for mine development in the presentations includes all development from my reading.
I assume your Phipipines project is XXX5 which is in debt and the "minor issues" are its still in "ramp up" 10 months after commissioning the mill still doesnt have enough ore to fill it, the MD and other senior mgt have moved on, I would wait to see if the new mgt can sort it out.
