It may appear that way but there is no valid reason why anyone would be doing it and if proven market manipulation is illegal. Sure it does happen and can't be completely ruled out but I don't see any plausible scenario for it in this stock.
What we're seeing is the fallout from a very badly handled sell down, both the underwriters of the trade and HLO.
