ROFL - He gave them a 1.5% discount on Company Tax so they could "pay" for the 1.5% levy. No extra money at all to pay for the 5.5 billion per annum PPL.
Maybe he should have given a 10% discount on Company Tax and put a 10% debt levy to fund paying off the debt? That would appeal to some here.
