I asked the question here, did Joe do the right thing? But there was not one answer that I saw. I took that as a yes.
I have asked if labor had the opportunity to approve this T/O while they were in gov. I assume they did, and if they didn't OK it the only possible explanation is that they didn't have the guts. Easier to defer and criticise whatever the libs did. Damned if they do, damned if they don't.
