this would be true if the additional tonnage was to go to the curent bidder which would require them to look at there BFS again.

This may not be the case if another goup wished to develope the additonal 12MTPA which would either mean another new plant adjacent to the Shogang plant or maybe an upgraded shogang plant.

If the latter was the case then the cost would be taken up by the new group, with the posibility of a reduced cost to ARH-Shogang(JV)and obviosly to the ARH Additional 12MTPA partner.
