From what I read the ML should be issued before 8 Dec. CGNPC can be expected to put their official offer on the table on or before 8 Dec regardless as they would not want to be locked out of any bidding process. IMO the Namibian gov wants the development to commence asap and wants China to Invest more in Namibia and will try to satisfy CGNPC's ML requirement.
DYOR - but from my analysis EXT represents a 30-40% gain within 30 days.
