Seem margin is around 10% if you consider cost of capital, for the 9 plus of billions scale of investment. It is not so great project. No wonder that it could not be started for > 20 years since it was discovered. Pluto2 is gas processing, like a toll road operator, no risk or minimal. Scarborough is offshore development with someone 300 kms undersea pipeline and formation risks etc.
