I'll personally be pretty happy for the Togo project to not happen. Africa is a pretty unstable place to invest in, and I bet that 5 years from now they'll still be stringing along foreign investors and not making any actual decisions.
At 3c+ SSC's sp might have been pricing in a big mystery African deal, but at the current sp it most certainly is not. In the meantime, all focus has been on Europe, where there are real projects, real infrastructure, real skilled workers, more politically stable environment, etc etc.
